I’m getting overall lag on this computer… it is beginning to happen more frequently and becomes unusable!
You can hear the music stuttering when it is on, you can see the lag on games/videos, when moving mouse around you can see it freeze then move again?!
I have got Norton 360 v5, so not a virus problem, I have cleaned the registry, bought a fresh copy of Windows 7, defragged hard drive and so on… is this a hardware or software problem ?

1TB WD Hard Drive (making weird noise lately… possible broken fan?)
60GB SSD
PCI WiFi Adapter (disconnecting from internet more reguarly)
850W PSU (coolermaster)

It could be both a software or a hardware problem , first thing take out the western digital drive if the os in on that drive then put it to the ssd drive and see if any better results, could be a motherboard driver problem reinstall those, psu is not a problem neither is the graphic card , if still have problems narrowing down to a defective motherboard, might also check your bios settings or reset the cmos battery to reset the bios to default settings
Norton sucks. So does McAfee and anything made by Microsoft.
Get either BitDefender or ESET Nod32 for pay antivirus or at least Avast or Avira (both free).
Also the Windows Firewall sucks. Get Zone Alarm or Comodo (both free).
DO NOT use IE (Internet Explorer) or Windows media Player or anything else made by Microsoft.
Use Firefox or Google Chrome for browser with the WOT add-on tool and VLC for media player.
Also get CCleaner and Malwarebytes.

Your computer might be suffering from serious problem, Your hardware must be weak though you can try instructions to improve its performance. First of all, take backup of your important data in External hard drive, and
>> Scan your computer with an antivirus
>> Apply defragmentation on your system
>> Delete all temporary files
>> Run disc clean up
>> Run Reginout scan.
check all screws body/ motherboard/ fans/ power supply/ hard drive/ enough heat sink on cpu? sounds like loose pc or incompatible issues
I suspect a HDD issue, and/or secondly driver problems. Do like the other answer said. and put the OS on the SSD. I would then completely remove the HDD and see how your system runs with it not connected. If its running good then – you know the HDD is the problem. If its still the same, try updating the drivers for everything.
I would also try removing the wi-fi adapter and connect to a wired connection. See if its any different with the wired connection, because the adapter may be causing the issues.
You can systematically check each and every component if you just cant find the problem – and its really helpful if you have another older computer and can temporarily switch out parts – to parts that you know work perfectly. I did this once and it turned out to be a PSU issue when everyone else was telling me it was the motherboard.
I don’t think that its the Norton. Yes its a resource hog, but with that CPU and 8GB of RAM it shouldnt matter.
One last thing- did you check and make sure you actually have all the RAM sticks seated properly. If one or more are not seated and not registering, this can cause problems (also one or more may be defective). It happens sometimes.
