It also says that i need to restart the computer to make some system changes. I’ve tried clean manager, system restore and nothing seems to work

Rebooting is common after installing a program. Does Trend Micro Antivirus actually install after the reboot?
May be you need to check the settings and also the system settings. USe a good antivirus program and scan your pc.. if there are any virus it will detect so that we can find that wether its virus or any other problem
reboot is needed to edit the registry file.So its not a problem i think
